By GILLIAN FLACCUS Associated Press Writer Published: Thursday, Jul. 23, 2009 – 11:51 am SAN DIEGO – A judge on Thursday delayed an order to remove federally protected harbor seals from a La Jolla cove, minutes before a deadline expired that would have required city officials to begin dispersing the seal colony. Superior Court Judge Yuri Hofmann earlier this week gave the city 72 hours to start the removal from the Children’s Pool in La Jolla. But the city requested an emergency hearing to ask him to dismiss the order because Gov. Arnold Schwarzenegger signed a state bill earlier in the week that could permit the seals to [....]
A Summary of the Budget Balancing Plan

California’s budget reflects the harsh reality of diminished resources forced by the recession and mirrors the difficult decisions millions of our residents must make in these lean times. Give Early, Give Often
Among the measures used to help balance the budget for the fiscal year that began July 1 is paying more estimated tax payments sooner.
Prior to this year, taxpayers and corporations paid four quarterly payments of their estimated tax liability of 25 percent each. To help balance the budget in February, that payment schedule was changed to 30 percent during the first two quarters and 20 percent during the final two.
The plan to close an estimated $26 billion hole in the current budget year modifies the schedule again. Beginning with the 2010 tax year, the second quarter payment will increase to 40 percent, the third quarterly [....]
What the Budget Deal Means for Public Schools
A major component of the budget deal announced the evening of July 20 is a commitment by the state to pay back public schools $11.2 billion they have been shorted over the past two years.
Proposition 1B on the May ballot, which was defeated by voters, would have required the state to pay back $9.3 billion but the amount owed schools has grown. That growth is due, in part, to lawmakers and Gov. Arnold Schwarzenegger being able to reduce spending for schools in the fiscal year that ended June 30.

A deal was announced around 7:15 PM, Pacific Standard Time, between Gov. Arnold Schwarzenegger and the Legislature on closing an estimated $26 billion gap in the budget for the fiscal year that began July 1.

Schwarzenegger signs La Jolla Seal Deal Bill
Saying that even though solving the state’s budget problems was his first priority, GOP Gov. Arnold Schwarzengger signed a measure July 20 to help resolve one of La Jolla’s most vexing crises — what to do about the enclave of harbor seals that have taken over a small cove near the intersection of Coast Boulevard and Jenner, just shy of Scripps Park.
The problem is that when San Diego was given that section of tidelands in trust in 1931, it was to be used as a coastal park and a children’s pool. The property is called “Children’s Pool Beach.”

On July 19, Assembly Speaker Karen Bass, a Los Angeles Democrat, predicted a deal would be consummated before the end of the week. The GOP governor’s press secretary also said negotiators were closing in on a solution.
