Memo to Democratic Legislative Leaders
To: Democratic Legislative Leadership
From: Students of California Political History
May 21, 2009
As you know, the May 19 special election was a political ass-whupping.
Had such an ass-whupping occurred during Willie Brown’s tenure as speaker he would be readying or, possibly have already readied, the governor’s budget plan for a vote by the lower house.    Read more »
Out-Sourcing Gone Mad
Check out the by-line on the bottom of this “domestic news” Reuters piece. One wonders if foreign news is covered by their man on Mars.
More Closed Doors, Less Public Scrutiny?
In response to a complaint about the lack of public hearings for the state budget signed February 20, a lobbyist pal noted that such issues were only important to the media.
“What are the two most important documents in American History?” he asked.
Both the Constitution and the Declaration of Independence were written in private and then presented to the public.    Read more »
Today’s Lesson: Concurrent Resolutions and Moving the Previous Question
The California State Assembly spent the better part of 45 minutes on May 11 debating ACR 54. An ACR is shorthand for “Assembly Concurrent Resolution.”
Concurrent resolutions are simply letters, practically speaking. They identify a problem and then offer ways of resolving it. They are not binding. They merely state intent.    Read more »
Attend This Fundraiser
Finally, a fundraiser at which an attendee gets something useful instead of rubber chicken or cocktails and weenies.
Three supporters of Sacramento Assemblyman Dave Jones, a Democrat running for insurance Commissioner, are hosting a fundraiser for Jones May 12 at Harv’s Car Wash at 1901 L St. in Sacramento.
That would suggest that Aaron Zeff, Doron Levitan and Ernesto Jimenez, the supporters in question, are owners of the long-standing car wash which now offers “green-certified” car washes.    Read more »
Now What?
The state’s budget plot sickens.
April income tax and corporate tax collections fell nearly $2 billion short of expectations – and voters seem poised to reject three key propositions on the May 19 special election ballot, adding $5.8 billion to an already serious problem.
Given the sorry state of the state’s economy, the gap between revenue and spending commitments is only going to get bigger – the consensus being double digit billions for the foreseeable future.    Read more »
The 10 Rules of Bureaucracy
1. Preserve thyself.
2. It is easier to fix the blame than to fix the problem.
3. A penny saved is an oversight.
4. Information deteriorates upward.
5. The first 90 percent of the task takes 90 percent of the time; the last 10 percent takes the other 90 percent.

Clean and Healthy Schools Act
Will Protect Students, Teachers
SACRAMENTO—Assemblywoman Julia Brownley, D-Santa Monica, was joined by a school district administrator and environmental and health advocacy groups today in calling for the passage of the Clean and Healthy Schools Act, Assembly Bill 821. “Schools need to be safe havens for learning, not places where toxic chemicals are harbored in cleaning products,” said Assemblywoman Brownley, chairwoman of the Assembly Education Committee.    Read more »
Continued LFESP Investment
Boston, Massachusetts — Here in the land of the bean and the cod, where the Cabots speak only to Lodges and the Lodges speak only to God, the thrust of the Lucas Family Economic Stimulus Program (LFESP) has been broadened.
Previous stimulus investments in New York City and New Jersey were multi-pronged, including direct cash infusions for transit, railroads, airlines, restaurants and the arts.    Read more »
Economic Stimulus — Step Up, Act Locally
As some small recompense for the $50 billion in direct and indirect economic stimulus President Obama and Congress claim are coming to California, the Lucas Family is doing its part to economically stimulate other parts of the country.
On April 4, the Katherine Irene Lucas East Coast College World Tour 2009 began.    Read more »
